Synopsis[]
Raf, having just turned 15 stars, is now old enough to leave her home in Angie Town and travel to Earth. Bag in hand, she bids goodbye to her mother and leaves with Cox, her mascot. As they head to the angelic gate, they are passed by a group of serafini who Raf admires for their radiant haloes, hoping to earn one for herself. She is met by her best friend, Urie, who will also be going to Earth this year.
The angels arrive at the gate where Urie encourages Raf to go ahead despite her nervousness. The gatekeeper asks if this will be her first trip to Earth and when she admits it is, he wishes her good luck as he opens the gat. Raf steps through and falls through the portal, landing on the street of the human city. She is confused by the surroundings and panics when a truck comes right at her, only to pass through her body.
A laugh directs her attention to another perosn on the street, a devil who introduces himself as Sulfus. He teases her that until she transforms, she will be transparent to all things in this world. Raf introduces herself to him but he continues to mock her, asking if she knows about the V.E.T.O. She admits she doesn’t but there is no time to ask as the bell rings for her new school.
Raf can finally enter the Golden School, but is lost in its many halls until finding the angels classroom. She meets her teacher, Arkhan, who introduces her to what her mission will be. As a future guaridan angel, she must guide the choices of her assigned human and protect their soul while never imposing on their right to free will. At the same time, her advisory will be a devil while will also try to control the human and make them pick evil choices. Arkhan assigns her to a 14 year old boy, Andrea, and gives her the power of Metamorphosis so that if a time comes when she must intervene with her human’s life, she can do so in a mortal way. He explains the V.E.T.O. as “Vetoed from Exposing, Touching, or Obstructing”. This is the one grand rule among angels and devils to keep them in balance and protect the humans. Angels and devils msut not interfere with one another and are forbidden to touch.
Raf gets her chance for her first assignment as Andrea has been left at home to watch his baby sister, but would rather be playing video games. Raf heads towards the Challenge Room to meet her assigned devil and fight them for who will go first in influencing their human. As she waits, she is passed by a strange person in a hoodie that makes her nervous. Sulfus arrives to mock her again but this time, she can counter him and correctly assumes he is the devil also assigned to Andrea. The two bicker but are ready for their first competition.
Sulfus gives Raf the chance to pick their battle and she chooses a surfing competition, expecting a devil to have a hard time with water. She clearly has the advantage here and with her power of Fast Fly, Sulfus can’t keep up. He tries to break up the waves with his Fire Fly but Raf remains too far ahead of him. Seeing he won’t win fairly, he chooses dishonesty. Raf hears Sulfus call to her for help as he’s seemingly fallen into the water. The kind-hearted angel turns back and offers her hand to him but when they tocuh, she is electrocuted. With Raf stunned, Sulfus climbs back onto his surfboard and makes it to the finish line first. Raf is outraged by this trickery, btu also notices a red star has appeared on her head, recognizing it as a mark of them breaking the V.E.T.O. with that touch.
Andrea is distracted by his video games until someone rings her doorbell. It is Sulfus, transformed into a human and disguised as a delivery boy. He pretends to deliver a free game to Andrea and after tempting him with such an amazing chance, Andrea gives in and invites Sulfus inside to play it with him. Raf tries to stop them, reminding Andrea of his responsibilities to his sister, but the boy can’t see or hear her. Sulfus mockingly suggests she watch the child instead as the “guardian angel” and Raf does, though can only watch as the infant girl starts getting into trouble. When it’s clear the child might hurt herself, Raf uses her mascot to perfom metamorphosis, becoming human in time to save the toddler.
Andrea’s mother eventually returns home and while Andrea is nervous for not having watched his sister, Sulfus sneaks out, his job compeltly. Raf also leaves after tucking the child back into her bed, pleased with herself. However, Arkhan scolds her for watching the baby was Andrea’s job, one she shouldn’t do for him. She tries to blame it on Sulfus for not taking turns properly, but Arkhan won’t hear excuses and insists she must overcome her adversary who, as a devil, is allowed to break rules where she as an angel cannot. Raf is saddened by the scolding and he sends her to bed, encouraging her to try harder when the time comes.
Raf arrives to her dorm room and is greeted by Urie who will be her roommate. The yellow angel is excited to talk about her day but Raf is still disappointed. Sulfus is in his own dorm, smug in his victory but concerned about the V.E.T.O. mark on his hand.
In another dimension, someone has been watching the two on giant video screens. She speaks to her servant, the person in the hoodie from before, and congratulates him for capturing the image of Raf and Sulfus breaking the V.E.T.O. The servant, Malachia, thanks her for the praise.
